The 13th INBO World Basin Summit took place from 16th to 19th June 2026, at the invitation of the Rio de Janeiro State Secretariat for the Environment and Sustainable Development (SEAS).

The Summit brought together IWRM stakeholders from around the world to share experiences, tools and best practices applied at river basin level.

MENBO was well represented at the Summit by its President Miguel Polo (President of the Jucar River Basin Authority), its Technical Secretary (Emilio Real, Jucar River Basin Authority) and its General Coordinator (Ramiro Martínez).

In particular, the President of MENBO, Miguel Polo, intervened in the Plenary Session 1 dedicated to the digitalization of the Water Sector. The Technical Secretary, Emilio Real, was a speaker in the Session dedicated to Non-Conventional Water Resources and made a presentation in the Side-event on Integrated Sediment Transport Management in river basins. The General Coordinator, Ramiro Martínez, participated as a speaker in the Workshop on water allocation in semi-arid contexts.

The Summit kicked off with an official Opening session chaired and moderated by Dr. Eric Tardieu, Secretary General of INBO, in the presence of various authorities:

Subsequently, a Workshop on the P2P Project (Twin Basin Initiative) was held where, besides a general overview of the P2P Project, representatives from various “Pairings” had the opportunity to present their Action plans, offering concrete examples of their expectations and the initial dynamics that have emerged since the selection phase of the “Pairings”. In parallel, 4 Side Events were organised:

  1. Integrated sediment transport management.
  2. Integrated water governance in metropolitan regions in Brazil.
  3. Digital transformation for river basins.
  4. Governance of Integrated Water Resources Management in Brazil, cooperation Brazil-France.

Then, 3 interactive Workshops on “Sharing experiences about “drought management and water resources allocation”, were held:

  1. Case study on water security and governance in the metropolitan regions of Rio de Janeiro and São Paulo.
  2. Drought planning and water resources allocation in Central Asia, Austral Africa and America.
  3. Case study on negotiated water allocation in Ceará State (Brazil) in dialogue with experiences from African and other regions. Concept Note of Workshop 3 on Water allocation in semi-arid contexts.

Moreover 5 Plenary sessions were dedicated to the following themes:

  1. From data to action: modernizing water resources monitoring for resilient basin management;
  2. City-basin dialogue for water security: reconciling urban, coastal and rural developments;
  3. Healthy waters, resilient basins: bringing consistency to water and biodiversity policies.
  4. Climate change adaptation at basin level: controlling floods and droughts.
  5. Circular water economy for basin resilience: diversifying the water mix with non-conventional resources.

Equally, a High Level Panel was organised dedicated to the preparation of the 2026 UN Conference on Water, foreseen to take place in December 2026 in Abu Dhabi (United Arab Emirates).
