The 8^th General Assembly of MENBO took place in Tarragona on 12^th May 2010. The main topic addressed on this occasion was the MENBO Action Plan proposed by its President, Mr. Fadi Comair, Director General for Water Resources and Electricity Resources of Lebanon. The main issues of the proposed Action Plan included inter alia:

• Ethics for the sustainable development of the basins
• Management of natural disasters: security of basins
• Private financing of water infrastructures
• Streamlining of agricultural practices
• Guidelines for equitable sharing of transboundary waters
• Water tariffs in the Mediterranean, single concept
• Basin organizations still to be created in some countries.
