11th General Assembly of the International Network of Basin Organisations (INBO) , 30th September - 3rd October, 2019, Marrakech (Morocco)

The 2019 statutory General Assembly of the International Network of Basin Organizations took place in Marrakech from 30 September to 3 October 2019, at the invitation of the Ministry of Equipment, Transport, Logistics and Water of the Kingdom of Morocco. The meeting was honoured with the effective presence of 9 ministerial personalities in charge of Integrated Water Resources Management (IWRM) at basin level in the following countries: Burkina Faso, Finland, Guinea, Greece, Kenya, Malta, Morocco, Palestine and Romania.

The Assembly gathered more than 400 registered delegates, representing the Member Organizations, water administrations or observers from 62 Countries, as well as the representatives of several interested bi or multilateral organizations and International Commissions or Authorities of transboundary basins.

8th Working Group of the WSWM, 18th - 19th September, 2019, Valencia (Spain)

On 18th and 19th September 2019, the 8th Working Group meeting took place in Valencia, in the headquarters of the Júcar river Basin Authority. The meeting was jointly organised by MENBO and the Union for the Mediterranean (UfM). The main objectives of the meeting have been to set out the state of play of the Initiative, take stock of the accomplished actions and propose and discuss new actions towards the end of 2019 and 2020. A technical meeting was also organised devoted to the issue of Sustainable Development Goals, including the synergies and links with the WSWM. 12th Meeting of the Water Governance Initiative of the OECD, 20th - 21st June, 2019, Berlin (Germany)

On 20-21 June 2019, the OECD Water Governance Initiative held its 12th meeting at the GLS Campus, Berlin, Germany. The meeting gathered 80+ practitioners, policymakers and representatives from major stakeholder groups). The 12th meeting of the WGI had the following objectives.

  • Launch the report “Applying the OECD Principles on Water Governance to Floods : A Checklist for Action”;
  • Peer-review the National Water Policy Dialogue (NWPD) with Argentina, introduce preliminary insights from the NWPD with Peru, and kick-off the 3rd NWPD with Brazil;
  • Discuss progress from WGI working groups on Capacity Development and Indicators.

17th EUROPE-INBO International Conference, 17th - 20th June, 2019, Lahti (Finland)

The 17th conference of the “EUROPE-INBO” group, which took place in Lahti, Finland, from 17 to 20 June 2019, gathered 142 participants, representatives of national and local administrations, basin organizations and elected officials as well as of NGOs, companies, international and regional organizations and academic institutions, coming from 30 countries.

The work of the “EUROPE-INBO 2019” conference was organized around a workshop on the integration of Nature-Based Solutions (NBS) into the WFD’s Programs of Measures for the restoration of basins with a focus on lakes and in five sessions that addressed the following topical issues:

  • Water Quality: the objective of good ecological status and the challenge of microplastics;
  • Agriculture and climate change: the stakes for agroecology, non-point source pollution, water availability;
  • Towards a practical review of the WFD application: how to deal with exemptions and “one-out all-out” principle;
  • Integrated management of basins and coastal waters: strengthening consistency;
  • International and Transboundary Cooperation (especially under the WFD, between Member and Non-Members States).

Many high quality papers have been the basis for interesting debate.

Masar Water Programme Conference, AECID, 28th March, 2019, Madrid (Spain)

The launching event of the new Spanish MASAR Water Programme took place at the AECID headquarters in Madrid (Spain) on 28th - 29th March 2019. The meeting was followed by a technical seminar on the Water Regulation Framework and sustainable management.
The main objectives of the meeting were the launching of the new MASAR Programme, identifying lines of activities in the MASAR framework on each country, as well as to discuss common challenges on water management in the Mediterranean Region.

Seminar on Water Scarcity and Governance in Jordan and Spain, 26th  November 2018, MAEC, Casa Árabe, Madrid, Spain

This seminar, organized by the Spanish Casa Árabe, aimed to explore a possible partnership between Spain and Jordan in the field of water management by exchanging best practices of both countries in this field. On this occasion, Membo offered a presentation of the Water Strategy in the Western Mediterranean, framed within the 5+5 Dialogue, in the capacity of the Secretariat of this Dialogue.

 

 

11th meeting of the Water governance Initiative of the OECD, 12th -13th November 2018, Zaragoza (Spain)

The OECD Water Governance Initiative is an international multi-stakeholder network of members from the public, private and non-for-profit sectors gathering regularly to share good practices in support of better governance in the water sector.

On 12-13 November 2018, the 11th OECD Water Governance Initiative meeting took place at the Palacio de Congresos of Zaragoza, Spain. The meeting gathered more than 80 practitioners, representatives of national administrations and basin organisations, as well as NGOs, companies and international and regional organisations.

The main issues addressed and discussed during this meeting included: the 2019 Draft Work Programme of the Initiative, objectives, contents and outputs of the working groups, features of Spain’s Water Governance, the WGI Contribution to the global Agenda, etc.

 

 

21st Meeting of the Partnership Council of the Global Water Partnership Med (GWP Med), 6th -7th November 2018, Athens, Greece.

The Partnership Council is the decision-making body of the GWP-Med. As a member of the Partnership Council, Menbo participated in its 21st meeting. The main content of the meeting focused on discussions about the progress made in 2018, the draft 2019 Work Plan, and the new GWP Strategy, as well as on information on developments of the GWP-Med institutional setting.

 

 

EURO-INBO International Conference, 17th -20th October 2018, Sevilla (Spain)

The 16th International Conference “EURO-INBO”, for a better implementation of the European Directives on water, was held in Seville, Spain, from October 17th to 20th, 2018 at the invitation of the Hydrographic Confederation of Guadalquivir.

The "EUROPE-INBO" group was created in 2003 in Valencia, Spain, by the European Basin Organisations of INBO.  The aim of the group is to contribute to an improved implementation of the Water Framework Directive (WFD) and other water-related directives and to enrich the implementation of water policies in Europe, including the Common Implementation Strategy (CIS), while disseminating the principles and tools of the European water directives, especially to the EU neighbouring and EU candidate countries.

 

 

3rd MedThink Network Meeting, 25th -27th June 2018.

The MedThink Network is a sub-regional Network of reflection supported by over 30 think tanks and public diplomacy institutions in order to foster synergies between experts from the Western Mediterranean. It is framed within the 5+5 Dialogue and it was created in 2016 by the European Institute of the Mediterranean (IEMed), following the invitation launched in the Malta Declaration of the 2nd Summit of Heads of State and Government of the 5+5 Dialogue Member States.

The 3rd MedThink meeting was devoted to Human Development as a Driver of Cooperation and Menbo participated in the session addressing the energy-water-food security triangle in the Western Mediterranean.

 

 

Workshop on Water Scarce Cities, World Bank, 18th -19th April 2018, Beirut (Lebanon)

This workshop, organized by the Word Bank, addressed issues around urban water supply in a context of scarcity. Menbo’s presentation focused on the management of urban emergency plans.

 

 

Atelier gestion de la sécheresse World Bank, 30th April 2018, Tunis (Tunisia)

This workshop, organised by the World Bank, addressed the issue of drought planning in a context of scarcity. Menbo offered an overview of the main aspects related to the management of drought in the southeast of Spain and from the Menbo’s experience.

Union for the Mediterranean, 8th Meeting of the Water Expert Group (WEG), 1st February 2018, Dead Sea (Jordan)

The 8th Meeting of the WEG of the Union for the Mediterranean (UfM) was the first meeting convened after the approval by the UfM Senior Officials on December 11th, 2017, of the 4 priority areas for the UfM Water Agenda. The meeting served to discuss the draft work programmes on the Nexus Water-Energy-Food-Ecosystems and on Water and migration. The Group also debated the other two priority areas of the programme, namely Climate change and adaptation, and Water access and sanitation.

The UfM gathers 43 countries, from the European Union, Norh Africa and the Middle East of the Mediterranean area. The creation of the Water Expert Group (WEG)was mandated by the Euro-Mediterranean Ministerial Conference on Water (22 December 2008, Dead Sea, Jordan) and confirmed by the UfM Ministerial declaration on Water (Malta, 2017). The WEG is comprised of high level representatives from the relevant Ministries and convenes twice a year counting on the participation as well of regional institutions, IFIs and stakeholders as observers.

 

 

3rd Mediterranean Water Forum, Cairo, 22nd -24th  January 2018.

The 3rd Mediterranean Water Forum gathered the Mediterranean Water Community to discuss and debate regional priorities through panels and working groups. Six main topics linked with the Thematic Framework of the 8th World Water Forum (WWF) have been addressed to prepare the regional sessions of the WWF: 1. Water and climate change mitigation,  2. Integrated sanitation for all, 3. Water/Energy/Food/Ecosystems Nexus, 4. Water reuse and its impacts, 5. Managing and restoring for water services and biodiversity, and 6. Finance for sustainable development.

 

 

Conference on Water Governance in MENA countries, 12th-14th December 2017, Barcelona, Spain

Menbo participated in this Conference, which focused on Sustainable Financing and Integrity for Water Security in the MENA/Mediterranean. The Conference was organised under the auspices of the Union for the Mediterranean, by two labelled projects, namely the Governance and financing of the Mediterranean Water sector project, led by the GWP-Med, and the Regional Water integrity Capacity Building Program in MENA, led by SIWI UNDP Water Governance Facility. The meeting addressed the strategic and operational synergies between not only the two above programmes, but also with the European Union funded regional project: Sustainable Water Integrated Management-Horizon 2020 Support Mechanism (SWIM-H2020 SM|2016-2019).

 

 

Mediterranean Water Knowledge Platform (MWKP), Workshop on Exchange of Experiences on Water Information System (WIS), 19th-20th October 2017, Barcelona (Spain)

The promoters of the Mediterranean Water Knowledge Platform organised a workshop to exchange experiences on good practices and financing of National Water Information Systems and their exploitation for planning water resources management.

The MWKP Project received the support of the Union for the Mediterranean (UfM) in April 2014. It aims to provide a common basis for the development of National Water Information Systems (NWIS) in four pilot countries from the Southern Mediterranean region (Jordan, Lebanon, Morocco and Tunisia). Furthermore, the Project aims to deliver an assessment of water resources management and use (drafting of a White Paper) by collecting and exploiting data in the pilot countries.
